In a landmark move designed to support the creative economy, New York City has officially launched its first-ever Universal Basic Income (UBI) pilot program specifically tailored to artists. Announced on February 12, 2025, the initiative is aimed at providing financial stability to artists in the city, recognizing their vital role in shaping the cultural and economic landscape.
The pilot program, named “Creative NYC,” will distribute monthly payments of $1,500 to a select group of visual artists, musicians, dancers, writers, and other creatives living and working in New York. The goal of the initiative is to offer financial relief to artists, many of whom face inconsistent income and financial insecurity despite their essential contributions to the city’s vibrancy.
“New York City has long been a beacon for artists from around the world, but too often, those who shape our cultural fabric struggle to make ends meet,” said Mayor Eric Adams in a statement. “Creative NYC is about ensuring that the artists who enrich our communities have the financial security to continue their work and contribute to the city’s future.”
The UBI payments will be available to New York-based artists in all stages of their careers. To be eligible, applicants must demonstrate that they are actively engaged in artistic practice, with priority given to those who are experiencing economic hardship. The funds can be used for any purpose, including covering basic living expenses, investing in art materials, or funding personal projects.
The program’s design comes at a time when the creative sector is grappling with the economic fallout from the pandemic, rising cost of living, and limited financial opportunities. New York’s renowned arts and culture scene, which contributes billions of dollars to the city’s economy, has seen many artists displaced or forced to scale back their work due to financial constraints.
Creative NYC is a collaboration between the Mayor’s Office of Arts and Culture, local arts organizations, and community leaders.
